Sudan: World Leaders Must Act on Ongoing Atrocities

Human Rights Watch is calling on leaders meeting in Berlin on April 15, 2026, marking three years of conflict in Sudan, to commit to concrete, time-bound measures to protect civilians and hold those responsible for serious international crimes to account.
Since January, both the Sudanese Armed Forces and the Rapid Support Forces have carried out widespread drone attacks on populated areas, hitting civilian infrastructure including hospitals.
A UN Fact-Finding Mission found that the RSF’s assault on El Fasher bore the hallmarks of genocide.
HRW is urging the EU to join a newly formed atrocity prevention coalition, pressing the African Union to move beyond statements toward coordinated diplomatic action, and calling on all participating countries to support the ICC’s ongoing Darfur investigation and push for an expanded arms embargo across all of Sudan.
HRW also called for public pressure on the UAE and other backers of the warring parties to stop supplying weapons to abusive factions
