East African leaders and representatives from D.R. Congo, Rwanda and Burundi are due to meet in the Angolan capital for another round of talks led by Angola’s President Joao Lourenco.

The talks are happening against the backdrop of clashes between the Congolese army and the M23 fighters in eastern D.R. Congo.

It is unclear if the M23 group will take part in the talks.

As the M23 is widely understood to be backed by Rwanda, President Paul Kagame is seen as a key player in the talks.

Despite Friday’s agreement between EAC facilitator Uhuru Kenyatta and Rwanda President Paul Kagame that M23 fighters would observe a ceasefire and pull back, more fighting was reported SUN on the frontline of Kibumba (25km from Goma) with FARDC trying to push back M23 fighters.

M23’s communications chief denied on Sunday that the group was pulling back from captured territory.

Talks were originally scheduled to take place in Nairobi, Kenya, and to be led by the East African Community (EAC), but moved to Angola instead.
