The International Court of Justice began public hearings on DR Congo’s long-running attempt to win reparations from Uganda for occupying its troubled north-eastern region more than 20 years ago. The court ruled in 2005 that Uganda’s 1998-2003 intervention violated international sovereignty. Kampala had claimed unsuccessfully that it acted in self-defence. Kinshasa and Kampala since then have failed to agree on the compensation. Kinshasa is demanding $10-billion.
