Most Israeli Military Probes into Gaza War End Without Accountability

A large majority of Israeli military investigations into alleged violations during the Gaza conflict have concluded without consequences, according to UK-based monitor Action on Armed Violence (AOAV).
Out of 52 reported cases between October 2023 and June 2025—linked to the deaths of over 1,300 Palestinians and nearly 1,900 injuries—only six led to any disciplinary action. One soldier was sentenced to seven months for abusing detainees; another case saw two officers dismissed after a strike killed seven aid workers.
Several major incidents remain unresolved, including the deaths of 112 people queuing for food in Gaza City in February, 45 civilians killed in a Rafah airstrike in May, and 31 shot near a food distribution point in June.
AOAV found that seven investigations were closed without finding wrongdoing, while 39 remain open or without a public conclusion—88% of all cases reviewed.
The IDF says it investigates all credible allegations under domestic and international law, but human rights groups argue its internal system lacks transparency and rarely leads to prosecutions. AOAV says the trend points to a systemic failure to hold perpetrators accountable.
