Gaza Ceasefire Violations, Shelling, Arrests, and a Fragile Return to Rafah

Reports from Gaza on Tuesday 17 February 2026 documented multiple alleged ceasefire violations, including shelling, airstrikes and arrests that killed at least one child and injured others, alongside naval detentions of fishermen and targeted strikes across Khan Younis, Rafah and northern areas. Gaza officials said more than 1,600 ceasefire violations have been recorded since October 11, with at least 603 fatalities attributed to renewed attacks in that period.

A limited reopening of Rafah allowed some Palestinians to return late on Monday, while a batch of medical evacuees reached Rafah on Tuesday. Separately, an external pledge by a US-based Board of Peace to commit $5 billion and personnel for reconstruction and security in Gaza was announced by former President Trump, a pledge that raises complex questions about legitimacy, coordination with UN-led recovery efforts and rights-based accountability for reconstruction funding.

The human-rights imperative remains the protection of civilians, unimpeded humanitarian access and accountability for unlawful attacks and forced displacements.
